นักวิจัยสถาบันวิจัยสิ่งแวดล้อมเพื่อความยั่งยืน เข้าร่วม 10-day Capacity Building Program ณ กรุงโซล ประเทศเกาหลีใต้ (14-25 ก.ค. 2568)

สถาบันวิจัยสิ่งแวดล้อมเพื่อความยั่งยืน จุฬาลงกรณ์มหาวิทยาลัย ขอแสดงความยินดีกับ ดร. ภุมรินทร์ คำเดชศักดิ์ นักวิจัยชำนาญการ ในโอกาสได้รับคัดเลือกเข้าร่วม APEC Scientist Invitation Program to Korea 2025 (SIP 2025): Earth Science/Life Sciences ซึ่งจัดขึ้นระหว่างวันที่ 14–25 กรกฎาคม 2568 ณ กรุงโซล สาธารณรัฐเกาหลี ภายใต้การสนับสนุนโดย Ministry of Science and ICT (MSIT) และ National Research Foundation of Korea (NRF) โดยมี INITHiNK เป็นผู้ดำเนินโครงการ
ในโครงการนี้ ดร.ภุมรินทร์ ได้เป็นตัวแทนของประเทศไทยในสาขาวิทยาศาสตร์โลก พร้อมกับตัวแทนนักวิจัยจากประเทศไทยอีกสองท่านในสาขาวิทยาศาสตร์ชีวภาพ ได้แก่ รศ.ดร.ชัชวาล จันทราสุริยารัตน์ คณะวิทยาศาสตร์ มหาวิทยาลัยเกษตรศาสตร์ และ รศ.ดร.ชฎามาศ สกลศิลป์ศิริ คณะแพทยศาสตร์ มหาวิทยาลัยขอนแก่น ร่วมกับนักวิจัยจากประเทศสมาชิกความร่วมมือเศรษฐกิจเอเชีย-แปซิฟิก (APEC) เช่น มาเลเซีย อินโดนีเซีย ฟิลิปปินส์ เปรู และเกาหลีใต้ เพื่อร่วมแลกเปลี่ยนองค์ความรู้ เสริมสร้างความร่วมมือ และพัฒนาข้อเสนอการวิจัยร่วมกันในประเด็นเร่งด่วนของภูมิภาค
หัวข้อการแลกเปลี่ยนองค์ความรู้ในครั้งนี้ประกอบด้วย • การเปลี่ยนแปลงสภาพภูมิอากาศและการลดการปล่อยก๊าซเรือนกระจก รวมถึงแนวทางการติดตามและประเมินผลด้วยเทคโนโลยีที่ทันสมัย • การจัดการภัยพิบัติทางธรรมชาติและการประเมินความเสี่ยง ผ่านระบบเตือนภัยล่วงหน้า การจำลองสถานการณ์ และการใช้ข้อมูลจากดาวเทียม • การประยุกต์ใช้เทคโนโลยีดาวเทียมและเซนเซอร์ต้นทุนต่ำ สำหรับการตรวจสอบสิ่งแวดล้อม เช่น คุณภาพอากาศ การเปลี่ยนแปลงการใช้ที่ดิน และระบบนิเวศ • การจัดการแร่ธาตุหายากและแร่ธาตุสำคัญ (Critical minerals) เพื่อความมั่นคงทางวัสดุของเทคโนโลยีสีเขียวในอนาคต • การใช้ปัญญาประดิษฐ์ (AI) แบบจำลองเชิงตัวเลข และซอฟต์แวร์ขั้นสูง เพื่อสนับสนุนการวิจัยด้านวิทยาศาสตร์สิ่งแวดล้อมและการวางนโยบายที่อิงหลักฐาน
กิจกรรมเหล่านี้ได้รับการถ่ายทอดองค์ความรู้โดยผู้เชี่ยวชาญจากหลากหลายสถาบันชั้นนำในสาธารณรัฐเกาหลี อาทิ Korea Institute of Science and Technology Evaluation and Planning (KISTEP) National Research Foundation of Korea Korea Institute of Geoscience and Mineral Resources (KIGAM) Korea Institute of Science and Technology (KIST) Seoul National University (SNU) Yonsei University Korea University Kangwon University Hanyang University National Institute of Green Technology (NIGT) Ewha Womans University Korean Institute of Science and Technology & Government-funded Research Institute (GFRIs) รวมถึงได้รับมุมมองจากนักวิจัยจาก University of Manitoba ประเทศแคนาดา ที่ร่วมแลกเปลี่ยนและให้ข้อเสนอแนะด้านการประยุกต์ใช้งานจริง
จากองค์ความรู้และเครือข่ายที่ได้รับ ดร.ภุมรินทร์ ได้ร่วมพัฒนาข้อเสนอโครงการกับทีมนักวิจัยจากมาเลเซียและเปรู เรื่อง "Bridging GHG Monitoring Gaps with Data-Driven Integration of Low-Cost Sensors and Satellite Observations" เพื่อเสริมช่องว่างข้อมูลการปล่อยก๊าซเรือนกระจกในประเทศแถบเส้นศูนย์สูตร โดยนำเทคโนโลยี Machine Learning มาใช้ควบคู่กับข้อมูลจากเซนเซอร์และดาวเทียม ซึ่งจะเป็นประโยชน์อย่างยิ่งต่อการกำหนดนโยบายด้านสิ่งแวดล้อมในระดับชาติและภูมิภาค
โครงการ SIP 2025 ไม่ได้เป็นเพียงเวทีแลกเปลี่ยนทางวิชาการเท่านั้น แต่ยังเป็นกลไกสำคัญในการผลักดันนโยบายด้านการเคลื่อนย้ายนักวิทยาศาสตร์ (Scientist mobility) ของกลุ่มประเทศ APEC เพื่อเอื้อให้การเดินทางและความร่วมมือด้านการวิจัยระหว่างประเทศเป็นไปอย่างสะดวก ลดอุปสรรคด้านการขอวีซ่า และเสริมสร้างระบบวิทยาศาสตร์ที่เชื่อมโยงกันอย่างมีประสิทธิภาพ โดย SIP 2025 ยังถือเป็นส่วนหนึ่งของกิจกรรมประชาสัมพันธ์ก่อนการเป็นเจ้าภาพการประชุม APEC 2025 ของสาธารณรัฐเกาหลีอีกด้วย

Sustainable Environment Research Institute, Chulalongkorn University, proudly congratulates Dr. Pummarin Khamdahsag, Researcher (AR-4), on her selection to participate in the APEC Scientist Invitation Program to Korea 2025 (SIP 2025): Earth Science/Life Sciences, held from July 14–25, 2025 in Seoul, Republic of Korea. The program is supported by the Ministry of Science and ICT (MSIT) and the National Research Foundation of Korea (NRF), and organized by INITHiNK.
Dr. Pummarin represented Thailand in the Earth Science track, alongside two other Thai delegates in the Life Sciences track: Assoc. Prof. Dr. Chatchawan Jantasuriyarat (Faculty of Science, Kasetsart University) and Assoc. Prof. Dr. Chadamas Sakonsinsiri (Faculty of Medicine, Khon Kaen University). Together with researchers from APEC member economies including Malaysia, Indonesia, the Philippines, Peru, and Korea, they engaged in knowledge exchange, research collaboration development, and thematic discussions on pressing regional challenges.
Key areas of knowledge sharing included • Climate change and greenhouse gas (GHG) reduction, including emerging technologies for monitoring and assessment • Natural disaster management and risk assessment through early warning systems, simulation tools, and satellite data • Applications of satellite and low-cost sensor technologies for environmental monitoring (e.g., air quality, land use changes, ecosystem health) • Strategic management of critical minerals to ensure material security for future green technologies • Use of artificial intelligence (AI), numerical modeling, and advanced software to support environmental research and evidence-based policymaking
These sessions were hosted by leading institutions in Korea, such as Korea Institute of Science and Technology Evaluation and Planning (KISTEP) National Research Foundation of Korea Korea Institute of Geoscience and Mineral Resources (KIGAM) Korea Institute of Science and Technology (KIST) Seoul National University (SNU) Yonsei University Korea University Kangwon University Hanyang University National Institute of Green Technology (NIGT) Ewha Womans University Korean Institute of Science and Technology & Government-funded Research Institute (GFRIs) as well as international contributions from institutions such as the University of Manitoba, Canada.
Drawing on the insights and networks gained, Dr. Pummarin co-developed a collaborative research proposal with teams from Malaysia and Peru titled: "Bridging GHG Monitoring Gaps with Data-Driven Integration of Low-Cost Sensors and Satellite Observations". The project aims to address GHG data gaps in equatorial regions by integrating satellite observations and field-level sensor data using machine learning technologies. The proposed outcomes will serve as vital tools to inform national and regional environmental policy.
The SIP 2025 program served not only as a platform for academic exchange but also as a vital mechanism to advance the APEC policy agenda on Scientist Mobility. By promoting smoother cross-border movement and international research collaboration, the program aims to reduce visa-related barriers and foster a truly interconnected scientific ecosystem. Moreover, SIP 2025 was strategically organized as part of the lead-up to the APEC 2025 meetings, for which the Republic of Korea will serve as host.
